Libya - Strategic Plan for Renewable Energy Development
The situation of the electricity sector in Libya needs proper and rapid improvement, and the energy generation is mainly based on conventional energies burning heavy or light oil or gas fuel with a total installed generation capacity of around 9,000 MW mainly located in the shores north of the country. The use of renewable energies would allow Libya to cope with the increasing demand resulting from reconstruction of infrastructure destroyed during the last years and use oil & gas products to earn revenues for the country. The objective of this assignment is to develop a strategic plan for renewable energy development in the country.
intec's services
Stage I: Energy mix and renewable resource assessment
- development of a least cost expansion plan and renewable energy scenarios
Stage II: Strategic plan for development of renewable energy:
- analysis of institutional mechanism, procedures and processes for selection and licensing of RE projects
- develop a road map for RE and grid development until 2030 and estimate the size of investments required. The grid development roadmap includes the requirements for balancing reserve and proposes necessary power systems control infrastructure.
- summary of opportunities and interfaces of different set-ups
Stage III: Framework for a pilot private sector participation transaction
- develop technical specifications for Private Sector Participation (PSP) in wind and solar energy
- developing a grid code document for connecting renewable energy projects
- identify candidates for renewable energy PSP transactions
- analysis of the financial viability of the suggested pilot transactions
- conduct a risk assessment for PSP
- market analysis to identify interest in potential pilot projects

Regional- Africa-EU Renewable Energy Cooperation Programme (RECP)
The project will support the establishment of a clear and stable policy and regulatory framework in seven countries (Kenya, Mozambique, Nigeria, Senegal, Rwanda, Uganda and Zambia) in order to create a conductive environment for private investments in renewable energy projects and contribute to additional access to energy and a cleaner energy mix. It will address the most pressing bottlenecks along the policy cycle facing meso-scale renewable energy projects, both on- and off-grid.
The project aims to build capacity within the government, and supporting the formulation of private sector-oriented renewable energy policies and regulations, as well as their implementation. Activities will be at the instigation of both public and private sector, however will always be targeted at (and therefore must be ‘owned’ by) public sector institutions. Subjects will be prioritised based on the potential for decreasing barriers towards renewable energy investment in the country.
intec's services
Based on preliminary studies and an analysis of the political economy of the sector in each country, intec will identify activities, which will contribute to unlocking renewable energy opportunities, and formulate a national action plan for the duration of the project. The implementation of this action plan will be monitored and supported by a National Supervisory Board composed of representatives from the main public institutions of the sector. intec will play a key role in supporting the National Supervisory Board and public institutions formulate their needs and develop specific requests for activities. This will ensure appropriateness of the action plan and political ownership.
On the basis of the needs identified in the preliminary studies, six types of activities will be carried out:
- Providing a platform for policy interaction through Stakeholder Workshops;
- Enabling officials to learn from peers in other countries through Bilateral Exchanges;
- Providing the foundation for evidence-based decision making through Policy Studies;
- Building capacity of public institutions through Trainings;
- Assisting with drafting of policy and regulatory documents through Formulation Support;
- Assisting with realisation of policy objectives through Implementation Support.
