Morocco - NOOR Midelt Solar Power Complex CSP Program
NOOR Midelt ("NOORM") is the second solar power complex to be developed in the framework of Morocco's NOOR Solar Plan. It covers an area of about 2,400 hectares and is located some 25 km northeast of the city of Midelt. The total capacity shall be between 800-1600 MW, and the plant will comprise different CSP and PV technologies.
The project covers the development of one or more projects under an independent power production (IPP) scheme. The pertinent consulting services are the following:
- Feasibility study, selection of preferred technologies and recommended project configuration, incl. the 225 kV grid connection
- Preparation of the Request for Pre-Qualification (RfQ) documents and management of the qualification process
- Preparation of 2-stage Request for Proposal (RfP) documents and management of the tendering procedure

Ukraine - South Ukraine Regional Transmission Network Development
NPC Ukrenergo aims at de-bottlenecking the regional network (up to 750 kV) in South Ukraine for more efficient and reliable power supply and at accelerating the integration of solar and wind power into the national power grid within the next 15 years. The Consultant was appointed to assist NPC Ukrenergo to assess the implication of installing sizeable solar and wind power generation capacities in Ukraine.
The project is divided in two phases:
- Phase I: Regional Power Network Development Master Plan and Solar & Wind Power Integration Assessment
- Phase II - Project Preparation of Two Priority Investment Packages.
The assignment has the following main tasks:
- Master planning of the regional power network development at 750, 330, 220 and 110 kV voltage levels in South Ukraine with a 5 and 15-year perspective;
- Determination of the appropriate levels of wind and solar power capacity and appropriate operational and technical parameters for management of such connected capacity;
- Drafting necessary documents regulating technical aspects of solar and wind energy operation in Ukraine;
- Identifying the short and medium-term investments needed to strengthen the regional grid and to increase the capacity of wind and solar power that could be connected in South Ukraine;
- Determination of the required spare generating capacity in an interconnected power system (IPS) based on power balance analysis, type and operational parameters of such generating capacity to compensate fluctuating energy supply by large commercial-scale wind and solar power plants;
- Prioritisation of construction/reinforcement projects to be implemented by 2030;
- Strengthening the Client's capacity to perform better network planning and operation;
- Performing comprehensive technical, economic, commercial and socio environmental feasibility assessment of two projects prioritised among those identified in the master plan.

The Government of Uganda has launched a number of major projects in the energy sector, among which is the construction of the Karuma Hydropower Project (600 MW) on the Nile River, expected for commissioning in 2018. The assignment is to carry out a technical, economic, commercial and socio-environmental feasibility study for the 750 kV interconnection line Kakhovska - Khmelnitska, including relevant works in the substations along the line, all related auxiliary facilities incl. telecommunications and tele-transmissions according to the UCTE handbook requirements, and to give an opinion on the related regional network reinforcement to accommodate the line at the 330 kV level (Part I - Master Plan). Part II (Feasibility Assessment) includes the preparation of detailed feasibility studies of the sub-projects determined viable under Part I, the assistance to Ukrenergo in the procurement strategy, the detailed ESIA and detailed design of the selected line route and substations. Finally, Part III foresees the preparation of the relevant tender documentation.

Iraq - Technical Support for the German "Credit Facility to Assist the Return of IDPs" in Iraq
The Government of Germany, through KfW, provides a credit facility (Untied Financial Loan, UFL) for stabilization and recovery of the liberated territories, and to assist the return of internally displaced persons (IDPs). Contents of the project is the assistance to the Ministry of Electricity (MoE) in the preparation of an investment programme ("investment measure") and a related technical support component ("accompanying measure"), to assess and plan measures for the rehabilitation of the transmission and distribution networks for re-establishing power feeders to the end users. This results into an "Investment Plan for the Power Sector in Northern Iraq", consisting of Phase I for immediate implementation, and Phase II for complementary required investments.
Measures identified for Phase I include the rehabilitation of one 132/33 kV, 3 x 63 MVA GIS substation and three 132/33/11 kV AIS substations, supply of three 132/33/11 kV, 3 x 63 MVA power transformers, supply of 132 kV transmission line towers and accessories for rehabilitation of six transmission lines, supply of eight 33/11 kV, 31.5 MVA mobile substations, five 33/11 kV, 31.5 MVA power transformers and supply of distribution transformers 11/0.4 kV, different power ratings, as well as distribution kiosks and accessories.

It consists of the construction of a 750 kV OHL from Zaporizhzhia Substation to the new Kakhovska Substation and related 330 kV connections, as follows:
- construction of 190 km of 750 kV transmission line between Zaporizhzhia NPP and Kakhovska Substation with fibre optic and maintenance workshop,
- construction of a new 750/330/220 kV Substation at Kakhovska, with two 1000 MVA automatic trans-formers and automatic control system,
- construction of a diversion of the existing 330 kV Novokakhovska - Ostrovska line (2 x 27 km), incl. rehabilitation of the 330 kV Ostrovska Substation, replacement of relay protection and automatics, communication devices, the construction of a control unit at Novokakhovska Substation and the installation of the fiber-optic system Novokakhovska - Kakhovska,
- construction of a diversion of the existing 330 kV Novokakhovska - Kherson line (2 x 15 km), incl. rehabilitation of the 330 kV Khersonska Substation, and the installation of the fibre-optic system Kakhovska - Khersonska

Montenegro - Lastva - Pljevlja Transmission Line Project
Technical assistance and support to CGES' PIU in connection with the procurement process and construction / implementation of the following equipment and measures:
- Lot 1: construction of a 400/110/35 kV GIS substation and extension of an existing 400/220/110 kV substation;
- Lot 2: construction of 35 km each of 400 kV double and single circuit lines, a 4 km diversion of an existing 110 kV line and the dismantling of 6 km of 400 kV line;
- Lot 3: construction of 120 km of 400 kV transmission line (partly d.c.), one 5 km and one 6 km diversion of existing 110 kV lines, and the dismantling of 10 km of 110 kV line.
Parts of the lines are in high mountain regions (above 2,000 m sea level).

Mali - Implementation of the National Dispatching Centre
The multiplication of generation sources, the future development of the national transmission network and its interconnection to neighbouring countries require modern means of dispatching so as to facilitate, stabilize and optimise its operation. The construction of a national dispatching centre on the site of Lafiabougou Substation in Bamako has to be seen in this context.
The Consultant's mission generally aims at controlling and managing the related budget, the quality and the implementation period of works. It shall assure the correct realisation of the National Dispatching Centre through the implementation of all necessary site works.
