Pakistan - Study to Determine the Limit of Integrating Intermittent Renewable (Wind & Solar) Resources onto Pakistan National Grid
The Government of Pakistan encourages the development of renewable energy to close the gap between electricity demand and supply. The National Transmission and Dispatch Company (NTDC) is already in the process of integrating wind power, and many large and small solar parks have been added to NDTC's pipeline. NDTC requested to conduct the present power system study to clarify the limits of integrating RE into Pakistan's grid. The study includes the following subjects:
- Planning studies (load flow, dynamic and transient stability, impact of fault levels on substation protection and design, reactive power and voltage control, power quality issues, system flexibility requirements, system's frequency response)
- Operational studies (operation and control strategy, dispatch policy, methodology to forecast wind and solar power availability, determination of active spinning reserve)
- Financial analysis (determination of financial impact of wind and solar energy resources on Pakistan's overall energy mix)
All activities are closely coordinated with NTDC and the Alternative Energy Development Board (AEDB).
intec's services
- Overall project management and coordination;
- Data collection and organisation of local support activities;
- Coordination of planning studies;
- Development of the methodology to forecast wind and solar power availability;
- Presentation, discussion and agreement with NTDC and AEDB of the operational studies;
- Financial analysis, i.e. the determination of the financial impact of wind and solar energy resources on Pakistan's overall energy mix and the corresponding consumer prices. This analysis considers cost and price projection scenarios for the time horizon until the year 2022 and an assessment of the financial benefits of the Clean Development Mechanism (CDM).

Palestine - Solar PV for the North Gaza Emergency Sewage Treatment Plant
The Palestinian Water Authority (PWA) commissioned Phase 1 of the "North Gaza Emergency Sewage Treatment (NGEST) Project", which requires a total of 12 MW of electric power under full operation conditions. Several potential sources of power supply for the NGEST had been considered, but all of them were discounted for various reasons.
The present study, commissioned by the World Bank in collaboration with PWA and the Palestinian Energy and Natural Resource Authority (PENRA), assessed the feasibility of supplying NGEST with electricity generated from solar power sources.
intec's services
Assessment of life-cycle electrical load of the NGEST plant (max. 12 MW at full operation)
List and review options for power supply to NGEST (on-site diesel generation, additional power supply from Israel through a dedicated feeder, additional supply through expansion of the GPP's capacity - practicability, risks and assessment of levelized costs)
Assessment of the feasibility of solar PV power generation to meet at least part of NGEST's demand, i.e.
- resource availability - collection and interpretation of available data
- back-up power supply / batteries
- local infrastructure issues
- conceptual design and detailed costing
- preliminary environmental and social impact assessment
- economic and financial analysis
- development of an EPC contract format and determination of operation and maintenance requirements
- assessment of the potential impact of the local political environment on the project.

Poland - Polish SME Sustainable Energy Financing Facility ("PolSEFF")
Background: The EBRD places special emphasis on supporting investments that improve energy efficiency or promote renewable energy and has highlighted Poland's potential for sustainable energy investment as a priority in the Bank's country strategy for Poland. Energy prices in Poland are increasing, and significant amounts of energy are wasted through out-dated and inefficient equipment and a lack of monitoring and control devices. Through SEFFs (Sustainable Energy Financing Facilities), the EBRD can reach smaller projects to which it cannot lend directly. Each credit line is supported by a substantial and complex technical assistance package that builds capacity in the local market and helps investors and local PFIs (participating financial intermediaries) overcome some of the barriers that hinder the implementation of these investments
Objectives of the Project: PolSEFF is expected to create a self-sustaining market for investment in sustainable energy projects in the Polish SME sector. This will be achieved by ensuring that PFIs become familiar with appraising and financing eligible energy efficiency and small renewable energy investment projects, SMEs become aware of the competitive advantages of such investments, local experts have the technical expertise to assist SMEs in identifying and preparing technically feasible, bankable projects.
Project Tasks:
- Component 1: Marketing and awareness raising for investments in sustainable energy projects
- Component 2: Training and capacity building to project financing institutes, local engineers and SMEs
- Component 3: Establishment of pre-approved small-scale projects
- Component 4: Support to the project origination processes and preliminary screening
- Component 5: Project preparation (eligibility check, support to subprojects)
- Component 6: Project management and administration
intec's services
Provision of technical expertise to
- identify and cluster suitable technologies,
- assess the technical feasibility of projects handed in,
- train and assist bank staff for technical risk/benefit analysis and feasibility.

Georgia - Protection and Control Systems in 10 Substations and Rehabilitation of the 35, 10 and 6 kV Switchgears in 13 Substations
GSE provides transmission and exclusive dispatch services to about 50 eligible companies in Georgia. Voltage levels include 500, 400, 330, 220, 110 and 35 kV. GSE and its subsidiary own the largest part of the high-voltage transmission network and the National Control Centre. GSE is constantly improving the system's availability and reliability through numerous investment measures. The current project considered two ongoing projects, i.e.
- Rehabilitation of protection and control systems of 10 substations of GSE, and
- Rehabilitation of the 35, 10 and 6 kV switchgears in 13 substations.
Both projects were in progress, with some parts being finalized; for others, commissioning, testing and taking over was ongoing.
USAID and GSE agreed to engage a new oversight consultant (OC) from December 2014 until the end of the projects.
intec's services
- Follow-up of installation and commissioning works performed by GSE (site visits; review and approval of reports; summarizing the findings in a report to USAID and GSE)
- Final inspection / final tests in all eight substations together with GSE; assessment of taking-over by GSE
