UAE - Dubai EXPO 2020 - Design and Construction Supervision Consultancy Services
In 2020, the UAE will host the Expo 2020 in Dubai, which site is located adjacent to Al Makthoum International Airport and between Abu Dhabi International Airport and Dubai International Airport. The site covers a total area of 4.38 km², and will have the capacity to accommodate up to 300,000 visitors per day and a total of 25 million visitors.
The sustainability and renewable energy mix based concepts in this project cover various aspects related to rental and/or temporary access to building roofs for installation of Solar PV panels (BIPV, BAPV) during Expo 2020 Dubai's six-month event period and most flexible concepts for renewable energy systems integrated into other projects. The portfolio of renewable energy assets considered in this project contains solar PV, Waste-to-Energy anaerobic digestion, wind energy, solar hot water, fuel cells, energy storage, solar cooling, and/or other future RE technologies, e.g. transportation concepts for e-mobility to be deployed along with a smart grid infrastructure.

The scope covers the following stages for integration of renewable energy to meet sustainability targets, considering the terms and practices set forth in RIBA (Royal Institute of British Architectures) through all stages as detailed below:
STAGE 1: Master Plan Validation and Review and Feasibility Study:
- Master Plan validation to guide the planning process for the integration of renewable energy technologies through careful evaluation of the current Master Plan in order to ensure that the targets (Sustainability KPIs) of the Dubai Expo are met
- Development of Renewable Energy Strategy for the Expo Development in line with EXPO guiding principles
- Authority and stakeholder coordination and Interface management
- Technical and Financial Feasibility Study of Solar PV and other Renewable Energy systems on the Expo development covering:
- Elaboration of a financial model, including all CAPEX, OPEX, COF, ROI, payback periods, all other project related outlay costs, and any revenue that may be realized by feed-in tariff arrangements
- Review of the options for project delivery model (e.g. a DBO variant or EPC)
- Review of the best equity model
- A life-cycle comparison of different quantities of Renewable Energy assets in each of the above areas of the Expo development, reviewing energy, carbon and cost over a suitable life cycle
- A life-cycle comparison of different solar panel material
- Review of any upper limit of roof mounted solar PV assets due to excessive building structural loads
- Review of the legal environment including land use (ownership, lease) and operating license regimes for power generation assets
STAGE 2 : Concept Design:
- Site wide conceptual design for each of the selected renewable energy assets on EXPO site including their interconnectivity to distribution network and utility grid
- Coordination with building designers to ensure adequate levels of renewable energy to achieve the KPIs
- Updating of Project Design Management Plan (DMP), Project Execution Programme (PEP),Project Quality Plan (PQP)
- Undertake risk, value management and constructability reviews
- Update the Authority Approval Strategy, review and update the Procurement Strategy, submissions to Local Authorities and obtaining approvals
STAGE 3a: ER Requirements and Design Guidelines
- Provision of Employer’s Requirements for temporary and permanent Renewable Energy assets (as appropriate); EPC, FIDIC DBO, BOT, BOO or other, including suitable power production performance guarantees
- Provision of Design Guidelines for temporary and permanent Renewable Energy assets (as appropriate)
STAGE 3b: Developed Design
- Develop and refine the approved Stage 2 – Concept Design, incorporating value engineering
- Undertake risk, value engineering and constructability workshop(s),update the Authority Approval Strategy
- Review and finalize the RE Procurement Strategy
STAGE 4 : Technical Design and Tender Services
- Design all facilities required for a complete RE system in line with DBO and EPC Employer’s Requirements
- Preparation of drawings for each Stage submission as well as Tender Documents and IFC Documents

Maldives - Sustainable Energy Development for the outer islands
Maldives has 194 inhabited islands, each of which is electrified with its own diesel-powered mini grid system (total installed diesel generation capacity of 100 MW + 100 MW on the tourism islands). In 2012, the cost of diesel power required government subsidies of more than 40 million US$.
On the other hand, Maldives has significant renewable energy resources, particularly solar and - to a minor extent - wind energy. Given the cost of diesel, the Government initiated two programmes to extend the use of renewable energies in electricity generation. The present project covers the design, tendering, and implementation of hybrid solar / battery / diesel mini-grids on 166 islands, with a total of 25 MW solar (PV) power, a total of 8 MWh storage capacity and 44 diesel power plants. Systems are roof-top or ground-mounted and have a size of between 3.5 kW and 1,600 kW per system.

Niger - PV Hybridization of Diesel-Based Mini-Grids in Niger
The Government of Niger has been striving to increase electricity access and has set an ambitious goal of increasing the access rate to 60% by 2027. The objective of this assignment is to conduct the feasibility study of the hybridization with PV and expansion of access to electricity of several existing diesel-based isolated grids throughout Niger and managed by NIGELEC.

Mauritania - Solar Energy-Based Rural Electrification in the Aftout Elchargui Region
The Mauritanian Government initiated a national strategy to provide universal access to basic services (water, energy, telecommunication) in rural and suburban areas. In this context, the Government received a loan from the Islamic Development Bank and the OPEC Fund for International Development (OFID) for the implementation of strategic investments in electricity infrastructure, one of the components being consultancy services for project supervision. The project includes mainly:
- the procurement and installation of (i) one solar PV plant with an estimated capacity of 2.6 MWc and storage, (ii) a diesel back-up system to complement the electricity production (2 diesel gensets), and the optimisation of the envisaged electricity production as per the prevailing conditions
- the construction of approx. 270 km of HV transmission networks and approx. 60 km of LV distribution networks as well as approx. 6,000 consumer connections

MASDAR is developing various small and large-scale solar and wind projects in the Pacific and other regions of the world and sourced a pool of experts to support the engineering and project management team. These support tasks are contracted separately in the form of so-called Work Orders (WO). They include feasibility studies, conceptual designs, preparation of tender documents, evaluation of bids and on- and off-site project management.
Under the current work order, all together eight hybrid systems in the range up to several MW per site and with at total solar capacity of 16.6 MW (range from 1 to 3.4 MW) will be implemented under an EPC approach. Each power plant consists of solar PV, controller, and diesel generator.

11.2015 - 02.2016UAE - 11 kV Feeder Panels in some 132/11 kV Primary Substations in Abu Dhabi Island
22 (twenty two) 132/11 kV primary substations exist in Abu Dhabi Island. In line with ADDC's standards, the number of 11 kV outgoing feeder panels per substation is 48 (forty eight). This standard design was adopted from the year 2005. However, most of the primaries commissioned prior to 2005 have less than 48 (forty eight) 11 kV outgoing feeders.
With the objective to install additional 11 kV outgoing feeder panels, ADWEA commissioned a study on 12 selected existing 132/11 kV primary substations in Abu Dhabi Island and the implementation of the recommendations for network augmentation at these substations.
The scope of these consultancy services included study, design, preparation of tender documents, tendering and supervision of the supply, the installation and the commissioning of 11 kV outgoing feeder panels at some of the above primary substations. The aim was to utilize the available spare FIRM capacity to serve new customers / connections, to reinforce the existing network and also provide panels for connecting the battery energy storage system (BESS).
